Documenting the Justice Gap in Pennsylvania

The Pennsylvania General Assembly released a performance audit report in February 2017 describing the delivery system of civil legal aid services to Pennsylvania’s most vulnerable citizens. Additionally, the report addresses the ongoing funding challenges faced by the civil legal aid delivery system and recommendations for the future. Per the report’s recommendation, the PA IOLTA Board and PLAN undertook a comprehensive data collection and analysis effort to document the current state of the unmet civil legal needs of Pennsylvania’s indigent population.
